At its meeting on December 14, 2023, the Konz municipal council decided to adapt the land use plan for the Oberemmel district in the “Im Pesch” area. At the meeting on December 14, 2023, it was also decided to initiate early participation.
The city of Konz is planning to expand the Oberemmel daycare center. Due to the requirements of the state law on the further development of the upbringing, education and care of children in day care centers and child day care (KiTa Future Act), there is an increased space requirement and additional demands for child care places in day care centers. An extension to the existing daycare building is planned. This construction project on the intensively used daycare site requires sound planning and a construction phase that is coordinated with the operation of the daycare center. In order to enable the required short-term expansion of the Oberemmel daycare center, the construction of a temporary expansion wing is planned. The temporary extension wing is to be built on the opposite side of the street “Im Großengarten” on the parcels in the Oberemmel district, corridor 11 16/1, 17/1 and 18/1. The current designation of the parcels in the land use plan as areas for agriculture and forests, intended purpose: grassland focus with basic requirements, stands in the way of the construction of the temporary expansion wing. In order to achieve the goal of the planning, the construction of the Oberemmel daycare extension, it is necessary to change the land use plan in the affected parcels to an area for public use.
On December 14, 2023, the municipal council decided to carry out early participation in accordance with Section 3 Paragraph 1 of the BauGB and the participation of authorities in accordance with Section 4 Paragraph 2 of the BauGB. Early participation in accordance with Section 3 Paragraph 1 of the BauGB takes place in the period from
December 21, 2023 to January 15, 2024
