The Konz municipal administration is making every effort to make its digital offerings barrier-free. We are guided by the requirements of the Accessible Information Technology Ordinance - BITV 2.0. This declaration applies to the websites below www.konz.eu , www.saar-mosel-bad.de as stadtbibliothek.konz.de .

Declaration on accessibility in accordance with the Rhineland-Palatinate Barrier-Free Information Technology Ordinance (BITV RP) of June 3rd, 2019

According to § 1 para. 2 BITV RP in connection with the implementation decision (EU) 2018/1523 of the Commission of the European Union of October 11th, 2018 (L256/105) the following is declared with regard to accessibility:

Status of compatibility with accessibility requirements

The above websites are currently only partially compliant with accessibility requirements.

Our website offers the following options:

  • TEXT SIZE

    You can enlarge the text using the CTRL and + keys (far right of the number pad). The image adjusts itself automatically. With CTRL and – the text becomes smaller again.

  • NAVIGATE WITHOUT A MOUSE

    You can operate our menu not only with the mouse, but also with the tab key. Each click of the tab key takes you one step further in the navigation. When you reach the page you want to go to, press Enter. Please use the arrow keys to scroll.

  • HAVE READ OUT

    With the help of the ReadSpeaker, you can have the content of the website read aloud to you. With just one click, the text on a web page is read aloud and highlighted in color so that you can follow it easily - no matter where you are and what device you are using. As a user, you don't have to download anything. Start the ReadSpeaker by clicking on the Read button

    You can find the read button on every subpage of our website.

    Simply click on the read button to have the content of the website read aloud.

    A control panel will appear and ReadSpeaker will automatically start reading the webpage.


    With the control panel you can:

    • pause and resume reading
    • stop the reading function
    • regulate the volume
    • change the reading speed
    • close the control panel
    • Select "Settings" if you want to use or customize the advanced features - such as highlighting areas read aloud, downloading audio versions of the content, enlarging texts

    Listen to selected text

    Select part of the text and then click on the read button that appears next to the mouse pointer. When you click the Read Out Loud button, a panel will appear and ReadSpeaker will automatically start reading out the selected text.

Non-accessible content

  • There is still no explanation of the main content of the website, information on navigation and the main content of the declaration on accessibility in German sign language and easy-to-read language.
  • Individual content/texts do not stand out with enough contrast and can therefore only be used to a limited extent without colors (requirement no. 1.4.1.a, 1.4.3.a, 1.4.11.a).
  • Documents provided by third parties (e.g. videos embedded via YouTube) are not barrier-free.
  • Alternative texts for images are missing, we are working on updating them step by step (requirement 1.1.1.b).
  • Documents from office applications (e.g. Office or older PDF documents) may not be accessible.
  • While we generally make our documents available in PDF format in an accessible or low-barrier format shortly after publication, this does not currently apply to all PDF documents. For documents published before 2018, there are generally no plans to subsequently convert them into accessible PDF documents. For newly published PDF documents for download, we will endeavour to make an accessible version available as soon as possible in the future. If you need a specific PDF file that is not yet available in an accessible format, please contact us at digital@konz.de or at the address below. Please state in what form you require the file and to which email address / postal address we can send it to you.
  • Applications from third-party providers (e.g. citizen or council information systems) cannot currently be made available to us by these providers in a barrier-free manner.
  • Embedded maps from Google Maps are accessible to the extent that Google makes them available.

The weighing procedure according to § 4 BITV RP and Article 5 Para. 2 of DIRECTIVE (EU) 2016/2102 OF THE EUROPEAN PARLIAMENT AND THE COUNCIL of October 26, 2016 was carried out. The consideration showed that updating the functions of the currently existing website is largely uneconomical because this would result in high costs.

Until the website is relaunched, we will continuously work on reasonable and affordable measures to optimize accessibility.

We endeavor to gradually make important content available in a barrier-free manner and are continuously working to improve our website.
