FNP Tawern - Change for the “Metzenberg” area
Amendment of the land use plan of the Konz municipality for the Metzenberg area in Tawern - Announcement of public participation in accordance with Section 3 Paragraph 1 of the Building Code
At its meeting on April 27, 2023, the Konz municipal council decided to adapt the land use plan for the upper floor Tawern in the “Metzenberg” area. At the meeting on April 27, 2023, it was also decided to initiate early participation.
The municipality of Konz has used a catalog of criteria to filter areas within which open-space photovoltaic systems (PV-FFA) can and should be developed. The association council discussed the concept at its meeting on February 2, 2023.
The report and plans can be viewed on this website or at Room 76, Am Markt 11, 54329 Konz. On the basis of this concept, the Verbandsgemeindewerke Konz, together with the Verbandsgemeinde and the local community of Tawern, would like to enter into the preparatory and binding land-use planning for the development of a PV-FFA, namely in the area that emerged in the concept to the southwest of the local community. With their planning, the association municipality, local municipality and association municipal utilities follow the energy policy goals of the federal and state governments, which have been further confirmed in particular with the changes to the BauGB 2023 and the 4th partial update of the state development program (LEP) IV. Since open-space photovoltaic systems are not permitted in outdoor areas under building planning law, a development plan must be drawn up to ensure building planning law.
In order to follow the general energy policy goals and specifically the development of renewable energy sources, the local community of Tawern would like to make its contribution to these goals on this site. In order to maintain urban development and order, the preparation of a development plan is necessary, and in order to maintain the development requirement of Section 8 of the BauGB, it is necessary to change the land use plan of the Konz municipality. On April 27, 2023, the municipal council decided to carry out early participation in accordance with Sections 3 (1) and 4 (2) participation by authorities. Early participation takes place in the period from
October 6th, 2023 to November 6th, 2023
at the Konz municipal administration, administration building II.

Citizens have the opportunity to submit suggestions in writing or on record. According to Section 4a (6) of the BauGB, it is pointed out that statements that are not submitted in a timely manner may not be taken into account when making a decision on the change in the land use plan.
