3. Change to the development plan of the local community of Wasserliesch, sub-area “Between the Villages”,

Announcement of disclosure in accordance with Section 3 Paragraph 2 of the BauGB 

At the meeting of the local council on January 31, 2023, the local community of Wasserliesch decided to make a 3rd change to the “Between the Villages” development plan. This spatially only refers to the northwestern 2nd construction phase; no changes are planned for the 1st construction phase that has already been implemented (“Seegarten” area). The original plan “Between the Villages” was decided in 2002, a first change (complete replanning) was made in 2004. In a second change, a pavilion for an ATM was implemented in planning law. The aim of the 3rd amendment is to meet the high demand for residential building land, to make development more economical (reducing the share of development and sealing) and to adapt planning to current urban development requirements. After carrying out the first procedural stage of early public participation in the period from November 21st to December 5th, 2023 as well as the participation of the authorities, the local council discussed the suggestions made on February 27th, 2024, approved the concrete planning and decided to initiate the procedure in accordance with § 3 (2) BauGB and § 4 (2) BauGB decided. The area is located between the main road and the Moselle cycle path on the B 419. The scope can be seen here:

Formal public participation (disclosure) will take place in the period from

March 11, 2024 to April 11, 2024

The available planning documents (draft development plan, justification, textual stipulations, environmental report, acoustic report, previous statements in the environmental-related procedure) are available during general office hours in the Konz municipal administration, Am Markt 11, 54329 Konz, administration building II, room 76 / hallway. In the process, environmental statements were received on the following topics: Deutsche Bahn on the aspect of noise emissions; SGD-Nord, Reg. WAB: Notice from risk area, flood-adapted construction, heavy rain events; Trier-Saarburg district administration: Reference to noise insulation. In the disclosure, citizens have the opportunity to find out about the intended planning and to comment on it in writing or on record. General service hours are: Monday to Thursday from 9 a.m. to 12 p.m. and 2 p.m. to 4 p.m., and Friday from 8:30 a.m. to 12:30 p.m. Please make an appointment by telephone on 06501/83-181, contact Mr. Queins or, on behalf of Mr. Gerards, 83-180. An application under Section 47 of the Administrative Court Code is inadmissible if it only raises objections that the applicant did not raise or raised late in the interpretation, but could have been raised.
