The Asylum Seekers Benefits Act provides, upon application, the necessary needs for food, accommodation, heating, clothing, healthcare, household goods and consumables as well as needs to cover personal needs of daily life, provided that the person entitled to apply is not in a position to cover these from their own resources.
Furthermore, necessary services are provided in the event of illness, pregnancy, and childbirth. If the municipality has not joined the framework agreement of the state of Rhineland-Palatinate, it issues its own treatment certificates for medical or dental treatment and bills the service provider directly.

requirements
Eligible for benefits under the Asylum Seekers Benefits Act are foreign nationals who actually reside in the Federal territory and who
- have a residence permit under the Asylum Act,
- want to enter via an airport and who are not or not yet permitted to enter,
- have a residence permit
- because of the war in their home country (grant of residence for temporary protection)
- due to urgent humanitarian or personal reasons or there is a significant public interest in a temporary continued presence in the Federal territory
- provided that the decision to suspend their deportation was taken less than 18 months ago,
- have a toleration permit in accordance with the Residence Act,
- are enforceably obliged to leave the country, even if a deportation warning is not yet or no longer enforceable,
- are spouses, life partners or minor children of the persons mentioned, without themselves fulfilling the conditions mentioned there, or
- submit a follow-up application or a second application.
The entitlement to benefits ends with departure or at the end of the month in which
- the performance requirement no longer applies or
- the Federal Office for Migration and Refugees (BAMF) has recognized the foreigner as being entitled to asylum or a court has obliged the Federal Office to do so.

- If necessary, further documents to support the application, such as medical certificates or similar.

What else should I know?
The implementation of the Asylum Seekers Benefits Act is entrusted to the district administrations in Rhineland-Palatinate and to the city administrations in independent cities as a mandatory task of self-government.
