Land Use Plan Partial Update “Open Space Photovoltaics” (FNP Partial Update FF-PV) Notice of Public Consultation pursuant to Section 3 Paragraph 2 of the Federal Building Code (BauGB)
The Konz municipal council approved the draft amendment to the land-use plan concerning "Open-Space Photovoltaics" at its meeting on October 30, 2025, and resolved to conduct the public consultation process in accordance with Section 3 Paragraph 2 of the German Federal Building Code (BauGB). The Konz municipal council had previously resolved at its meeting on April 10, 2025, to amend the land-use plan (FNP) of the Konz municipality with regard to open-space photovoltaics. The initiation of the early public participation process was also resolved at the meeting on April 10, 2025.
The partial update is based on the site concept for ground-mounted photovoltaics (GV) adopted by the municipal council on February 6, 2024. The plan includes four sites located within the municipalities of Nittel, Oberbillig, Wawern, and Pellingen. Parallel to this process, legally binding zoning plans (development plans) for the individual projects will be developed at the municipal level.
The map is not to scale and is intended to provide an orientation for the location of the areas within the municipality.
The area sizes and field names as well as the rough location of the four areas are as follows:
- Area of the Nittel district: 14.06 hectares, field name “Auf dem Kamp”, north of Nittel.
- Area of the Oberbillig district: 6.54 hectares, field name “Großenbüsch”, north of Fellerich.
- Area of Pellingen district: 14.99 hectares, field names "Unter dem Reissteg", "Auf dem Mennigerwäldchen", "Hinter der Sandkaul auf dem Menningerwäldchen" and "Auf der Sandkaul", north of the B 268
- Area Wawern: In the district of Wawern, is 15.57 hectares in size, field names "Ober der Steinbach", "Ober der Kötz", "Auf der Kötz", "Dreinwies", "Meierhauswies" and "Hirtengarten", west of Wawern, along the B 51
The municipal council resolved on October 30, 2025, to conduct the public consultation pursuant to Section 3 Paragraph 2 of the German Federal Building Code (BauGB) and the participation of authorities pursuant to Section 4 Paragraph 2 of the BauGB. The public consultation pursuant to Section 3 Paragraph 2 of the BauGB will take place from [date to be inserted].
January 5th to February 6th, 2025
The public consultation will take place at the Konz municipal administration. The following documents will be available for review during the consultation period:
1.) Draft of the plan representation “FFPV”
2.) Draft of the justification
3.) Draft environmental report for justification
Includes the description and assessment of environmental impacts on the protected resources soil, water, climate/air, flora and fauna, humans and culture, and other material assets.
4.) Mapping of biotope types in the Nittel, Oberbillig and Wawern areas
5.) Mapping of biotope types and breeding bird survey of the Pellingen area
The documents are held by VGV Konz, in the foyer of the town hall (Am Markt 11) is open for inspection during regular office hours. These are Monday to Thursday from 9:00 a.m. to 12:00 p.m. and from 2:00 p.m. to 4:00 p.m., and Friday from 8:30 a.m. to 12:00 p.m. Content-related questions can be directed to 06501-83-3100 The application must be submitted to the building authority.
Citizens have the opportunity to submit suggestions in writing or for the record. Comments can be sent by email to participation@konz.de be sent . Pursuant to Section 4a Paragraph 6 of the German Federal Building Code (BauGB), it is hereby noted that comments submitted after the deadline may not be taken into account when making decisions on the partial update of the land use plan.
