"Ground-mounted photovoltaics" (FNP partial update FF-PV):

Announcement of the resolution on the establishment and resolution on early public participation in accordance with Section 3 (1) of the Building Code

At its meeting on April 10, 2025, the Konz Municipal Council resolved to update the Konz Municipality's land use plan (FNP) on the topic of open-space photovoltaics. At the meeting on April 10, 2025, the initiation of early participation was also decided.

At its meeting on February 6, 2024, the municipal council approved a site concept for open-space photovoltaics (FF-PV). Based on this informal concept, implementation of the concept will now begin through the partial update of the "Open-space Photovoltaics" land use plan. The plan includes four sites in the municipalities of Nittel, Oberbillig, Wawern, and Pellingen. In parallel with this process, the binding urban development plan (development plan) for the individual projects will be drawn up at the municipal level.

The map is not to scale and is intended to provide an orientation for the location of the areas within the municipality.


The area sizes and field names as well as the rough location of the four areas are as follows:

  • Area of the Nittel district: 14.06 hectares, field name “Auf dem Kamp”, north of Nittel.
  • Area of the Oberbillig district: 6.54 hectares, field name “Großenbüsch”, north of Fellerich.
  • Area of Pellingen district: 14.99 hectares, field names "Unter dem Reissteg", "Auf dem Mennigerwäldchen", "Hinter der Sandkaul auf dem Menningerwäldchen" and "Auf der Sandkaul", north of the B 268
  • Area Wawern: In the district of Wawern, is 15.57 hectares in size, field names "Ober der Steinbach", "Ober der Kötz", "Auf der Kötz", "Dreinwies", "Meierhauswies" and "Hirtengarten", west of Wawern, along the B 51

On 10 April 2025, the municipal council decided to carry out the early participation according to Section 3 Paragraph 1 of the Building Code and the participation of the authorities according to Section 4 Paragraph 1 of the Building Code. The early participation according to Section 3 Paragraph 1 of the Building Code will take place in the period from

 May 5 to June 6, 2025

at the Konz municipal administration, Administration Building II. During the early participation period, the following documents are available for inspection:

1.) Preliminary draft of the plan representation “FFPV”

2.) Summary of current information and initial results

3.) Site concept of the Konz municipality for “FFPV” from 2024

4.) Mapping of biotope types in the Nittel, Oberbillig and Wawern areas

5.) Mapping of biotope types and breeding bird survey of the Pellingen area

The documents are available for inspection at VGV Konz in Room 62 during regular office hours. These are Monday to Friday from 8:30 a.m. to 12:00 p.m., and throughout the day by appointment with Mr. Queins or Ms. Greene at +49 6501 83-181 / 188.

Citizens have the opportunity to submit suggestions in writing or for the record. Comments can be sent by email to participation@konz.de be sent . 

According to Section 4a Paragraph 6 of the Building Code (BauGB), it is pointed out that statements not submitted within the deadline may be disregarded when making a decision on the partial update of the land use plan.
