Update of the land use plan for the sub-area "Renewable Energies" (2017), 1st amendment Isolated positive planning pursuant to Section 245e of the German Federal Building Code (BauGB) - Announcement of the early public participation process pursuant to Section 3 Paragraph 1 of the German Federal Building Code (BauGB)
The Konz municipal council resolved in its meeting on October 30, 2025, to initiate the procedure for amending the "Renewable Energies" section of the land-use plan by means of an isolated positive planning measure pursuant to Section 245e of the German Federal Building Code (BauGB). The subject of this isolated positive planning measure is an area in the Krettnach district. This area is located east of the village of Obermennig, bordering the city of Trier and the Trier-Land administrative district, and offers space for two wind turbines. According to Section 245e of the BauGB, municipalities can designate additional areas for wind energy use without fundamentally altering the existing concentration zone plan, provided the basic principles of the plan remain unaffected. Since the Krettnach district area was already classified as potentially suitable in the planning process up to 2017 and had to be rejected at that time due to the state target 163g, which has since been repealed, it can be assumed that the basic principles of the wind energy concept are not affected.
Isolated positive planning thus allows for a spatially limited change to the land use plan without changing or revising the wind energy concept.
In its meeting of October 30, 2025, the municipal council also approved the draft of the isolated positive planning and decided to implement the early planning process in accordance with Section 3 Paragraph 1 of the German Federal Building Code (BauGB).
