Amendment to the land use plan of the municipality of Konz for the Metzenberg area in Tawern - Public notice of participation pursuant to Section 3 Paragraph 2 of the Federal Building Code
The Konz municipal council, in its meeting on October 30, 2025, approved the draft amendment to the land-use plan for the Tawern local authority in the "Metzenberg" area and resolved to conduct the public consultation process in accordance with Section 3 Paragraph 2 of the German Federal Building Code (BauGB). Based on this concept, the Konz municipal utilities, together with the municipality and the local community of Tawern, intend to initiate the preparatory and legally binding development planning process for the development of a ground-mounted photovoltaic (PV) system, specifically in the sub-area southwest of the local community identified in the concept. With this planning, the municipality, the local community, and the municipal utilities are following the energy policy objectives of the federal and state governments, which have been further reinforced, in particular, by the amendments to the German Federal Building Code (BauGB) 2023 and the fourth update of the State Development Program (LEP) IV. Since ground-mounted photovoltaic systems are not permitted in areas outside of designated building zones, a development plan must be drawn up to ensure planning compliance. In order to support general energy policy objectives, and specifically the development of renewable energy sources, the local community of Tawern wishes to contribute to these objectives on the designated area. To safeguard urban development and order, the preparation of a development plan is necessary; to safeguard the development mandate of Section 8 of the German Federal Building Code (BauGB), the amendment of the land use plan of the municipality of Konz is required.
