Apply for a partial building permit for the construction of a facility

If a building application has been submitted, according to Section 73 Paragraph 1 of the Rhineland-Palatinate State Building Code (LBauO), the start of construction work for the excavation pit and for individual parts or construction phases of the project can be approved upon application even before the building permit is issued (partial building permit).
The subject of the partial building permit is, on the one hand, the operative part, the approval of the preparatory construction measures. On the other hand, the partial building permit contains, on the other hand, a so-called "provisional positive overall assessment" regarding the fundamental eligibility for approval of the entire project.
procedure
Application to the lower building authority. The granting of a partial building permit is at the discretion of the lower building authority.
Competent authority
The lower building supervisory authority responsible for issuing a partial building permit is the district administration; in independent towns and large district towns, this is the city administration or the municipal association administration if it has been assigned building supervisory responsibilities (Diez and Konz municipal associations).
What documents are required?
A partial building permit can only be issued upon written application, which must be accompanied by all documents required for assessment. Since the scope of the required documentation depends on the extent of the construction work to be approved, general statements on this matter are not possible. These must be determined in consultation with the local lower building authority.
