    Cities and municipalities may regulate the affairs of their local community through their own local law, unless higher-ranking federal or state law provides otherwise. Local law primarily comprises statutes and legal ordinances; these are, in effect, the laws of the municipalities.

    Statutes and legal ordinances are adopted and publicly announced by the association municipality, as well as by the cities and local communities belonging to the association, within the scope of their legal responsibilities. They apply exclusively within the territory of the respective municipality passing the resolution or for specified areas or specific municipal facilities.
