Averting danger/maintaining public safety and order

Measures to prevent damage that could occur to individuals or the general public if the course of events is not intervened by official action are referred to as "danger prevention".
The security authorities and the police have the common task of averting danger. The police only become active in fulfilling their duties of averting danger if the security authorities do not appear to be able to avert the danger in good time. The police are responsible for the preventive fight against criminal offenses (as a sub-category of averting danger).
