- the municipalities for fire safety and general help,
- the administrative districts for supra-local fire protection and supra-local general assistance,
- the counties and urban districts for civil protection and
- the state for the central tasks of fire protection, general assistance and civil protection as well as for the tasks of preventive hazard protection. To fulfill its central tasks, the state has set up a "Fire and Disaster Prevention" department in the supervisory and service department in Trier and maintains the fire brigade and disaster control school in Koblenz for training purposes.
Furthermore, in addition to the fire brigades, the aid organizations and the technical relief organization (state association of Hesse/Rhineland/Saarland) are used as supporting specialist units in civil protection. The training and further education in civil protection builds on the specialist training of the Rhineland-Palatinate fire brigades and aid organizations. The state has set up the fire brigade and disaster control school in Koblenz as a central training facility.
All non-police requests for help will in future be received and coordinated by eight integrated control centres. The integrated control centers thus form a uniform reporting head.
EARLY WARNING SYSTEMS
Early warning systems serve as a tool to identify emerging dangers such as fires, severe storms or other unexpected dangerous situations at an early stage. Those at risk can be informed as quickly as possible. Apps are available to citizens as early warning systems, which they can install on their mobile phones.
KATWARN
KATWARN forwards official warnings and recommendations for action to the people affected. Only authorized authorities and security organizations decide on content, time and scope.
KATWARN only reports official warning information from the responsible authorities, facilities and control centers. Since the responsibility for warnings in Germany is distributed among different institutions depending on the dangerous situation, the use of KATWARN can differ regionally.
NINA
With the federal emergency information and news app, or NINA warning app for short, you can receive important warnings from civil protection for various hazardous situations, such as the spread of hazardous substances or a major fire. It is being tested alongside other warning devices as part of the nationwide warning day. The nationwide warning day will take place for the first time on September 10, 2020 and will then be held annually on every second Thursday in September.

The legal basis for a comprehensive, modern hazard prevention system is in particular the "State Law on Fire Protection, General Aid and Disaster Prevention (LBKG)" in conjunction with the "State Law on Rescue Services and Emergency and Patient Transport (RettDG)".
