Public award Submit a bid in a public tender or open procedure

    In the public tender (national), all companies that offer the desired services can submit bids. This also applies to the open procedure (EU-wide). This is to be carried out if the order volume exceeds the EU threshold.

    The contracting authority (awarding body) announces the tenders via special tender media.

  • procedure

    The contracting authority publishes the tender in tender media, in particular on an e-tendering platform.

    The contracting authority may only open the bids after the deadline for bids has expired.

    It usually awards the contract in writing. It also counts as the conclusion of a contract.

    When preparing an offer you have to consider various formal and content-related requirements, for example:

    • timely compliance with the submission deadline (offer or application deadline),
    • the complete entry of the requested prices as well as
    • the complete declarations and evidence required by the client.

    You must also ensure that you have not made any changes to the contract documents.

    If the awarding authority specifies the use of the e-awarding platform (e.g. award marketplace RLP), this is to be used. The submission of documents in paper form is then not permitted.

    Send the completed tender documents (offer or application) to the awarding office within the offer or application period. In the case of electronic returns, the documents are transmitted in encrypted form.

    The contracting authority examines the bids that have been received properly and on time according to the following criteria:

    • completeness
    • professional accuracy and
    • mathematical correctness

    It then informs bidders who were not considered and publicly announces the award.

  • What fees apply?

    In the contract notice, the awarding authority states an electronic address at which the award documents can be accessed free of charge, without restriction, completely and directly.

  • What deadlines do I need to consider?

    The awarding authority must allow a sufficient period for the submission of bids and may only open the bids after the submission period has expired. Accordingly, as an entrepreneur, you must submit your offer within the set period.

    The awarding authority must observe the award and binding periods in the award procedure. It usually sets the award period as short as possible. In the case of EU-wide procedures, the award may only be made after the prior information period has expired.

    Europe-wide procurement procedures can be reviewed by submitting an application to the responsible procurement chamber. National procurement procedures can be checked by the responsible legal and technical supervisory authorities.

    Notice: State tenders are usually published on the Rhineland-Palatinate procurement marketplace; In any case, EU tenders must be published on TED.
