    If the certificate is requested for a specific apartment, the certificate of entitlement to housing relating to a specific apartment will be issued by the municipal/city administration in whose area the desired apartment is located.


    Description:

    A certificate of entitlement to housing is required if social housing or an apartment that was funded in the 3rd funding route is to be rented.
    These apartments may only be rented to people who are looking for an apartment and who are entitled to move in. Proof of entitlement to housing must be provided to the landlord by handing over a certificate of entitlement to housing.

    Requirements:

    • Applicant must be a home seeker i. S. of the Housing Binding Act. An apartment seeker is someone who can legally and actually realize their will to establish their residence for themselves and their family in Germany for a longer period of time as the center of their life relationships. Foreign nationals may only be issued with a residence entitlement certificate if they have been permitted to reside indefinitely or for several years (minimum period of 2 years).
    • Compliance with an income limit. Anyone looking for a flat whose income does not exceed the income limit specified in the Second Housing Act or the income limit for the subsidy is entitled to move into social housing/an apartment subsidized in the 3rd subsidy route. The relevant income limit is determined by the number of people in the family household. Accordingly, the income of all family members belonging to the household is also taken into account
    • Those looking for accommodation must be family members. This includes the spouse, direct and second- and third-degree relatives in the collateral line, direct relatives and second- and third-degree relatives in the collateral line, and foster children regardless of their age and foster parents.

    Non-marital shared flats generally do not receive a certificate of entitlement to housing. An exception exists for flats of the 3rd type of support from the support year 1993 and only for cohabiting communities with at least one child.

    Required documents:

    • Evidence of the income of all family members belonging to the household through statements of earnings for the month of application and the 11 preceding months, the last pension notice or the notice of receipt of social benefits (e.g. notice of unemployment benefit or unemployment assistance, notice of receipt of maintenance allowance, social assistance notice), Proof of income from capital assets (interest)
    • Last tax assessment (in the case of increased income-related expenses)
    • Displaced person's ID card or registration certificate (in the case of resettlers
    • Proof of the duration of the permitted stay in the Federal Republic of Germany
    • Proof of pregnancy
    • School certificate for children over the age of 16

    Depending on the individual case, further documents may be required. Application forms are available from the responsible administration.
