Simple development plan of the city of Konz, district of Kommlingen, sub-area “Altort” – public display pursuant to § 3 (2) in conjunction with § 13 BauGB
The Kommlingen district is characterized by its established village structure, its landmark buildings, and its distinctive village character. To safeguard these qualities in the long term and simultaneously enable the careful and sustainable development of the village center, the city of Konz is establishing a simplified development plan for the historic village area, entitled "Altort" (Old Town). The aim of the plan is to preserve the architectural character of the historic village center, ensure the quality of life, and integrate new construction and conversion projects harmoniously into the existing village landscape.
The adoption of the simplified development plan was approved at the city council meeting on November 15, 2022. The resolution was officially published locally on December 13, 2022. Early public participation through public display pursuant to Section 3 (1) of the German Federal Building Code (BauGB) and early participation of public authorities pursuant to Section 4 (1) of the BauGB took place from April 7, 2025, to May 7, 2025. The evaluation of the suggestions received during the procedures under Sections 3 (1) and 4 (1) of the BauGB was carried out at the city council meeting on October 7, 2025, and the public display of the documents pursuant to Section 3 (2) and the participation of public authorities pursuant to Section 4 (2) of the BauGB were approved.
The development plan will be prepared using the simplified procedure pursuant to Section 13 of the German Federal Building Code (BauGB). Pursuant to Section 13 (3) of the BauGB, the environmental assessment pursuant to Section 2 (4), the environmental report pursuant to Section 2a, and the statement pursuant to Section 3 (2) sentence 4 regarding the types of environmental information available, as well as the summary statement pursuant to Section 10a (1), are waived; Section 4c of the BauGB does not apply.

The interested public will have the opportunity to comment on the proposed plans and offer suggestions. Comments can be sent by email to participation@konz.de be sent.
In addition, the documents will be available for public inspection during regular office hours at the Konz municipal administration, in the foyer of the town hall, Am Markt 11, Konz. These hours are Monday to Thursday from 9:00 a.m. to 12:00 p.m. and from 2:00 p.m. to 4:00 p.m., and Friday from 8:30 a.m. to 12:00 p.m. Questions regarding the content can be directed to the building authority at 06501-83-3100.
Please note that comments submitted after the deadline may not be considered in the decision-making process regarding the development plan.
Parallel to public participation, the authorities (public bodies) are involved in the procedure according to § 4 (2) BauGB.
