Construction of a food market in Tawern

Project-related development plan of the municipality of Tawern “Construction of a food market in Tawern (No. 19)” – Public participation pursuant to Section 3 Paragraph 2 of the Building Code (public display)

A project developer has approached the local municipality of Tawern and intends to build a supermarket at the entrance to the village, coming from Könen, on the right-hand side of the district road 112. The entrance is to be located opposite Margarethenstraße (development area “In der Acht”).

The area is currently located in a legally defined rural area. Therefore, a project-specific development plan is required. The intention is to construct a small-scale discount supermarket, a restaurant area, and a self-service meat and sausage stand. Early public information and agency participation took place in 2025, the necessary expert reports were prepared, and the planning was further developed. On May 26, 2026, the local council approved the development plan in its present form and decided on the second phase of public participation. July 27 to August 28, 2026  

The documents such as the justification, planning certificate, project and development plan, soil investigation and infiltration report, impact analysis on retail trade, drainage concept, results of the prospection of archaeological monuments, noise assessment – commercial noise, expert report on species protection, avifaunal investigation and the environmental report will be posted and made available in Administration Building I, Town Hall, Am Markt 11, ground floor entrance area and will also be made available online below.

Extensive environmental information is available in the various documents pertaining to the development plan: an environmental report with an integrated expert report on nature conservation, including information on humans and human health, animals, plants, biodiversity, soil, land, water, climate, air, landscape, recreation, cultural assets, material assets, and interactions between protected resources; information on protected areas, Natura 2000 sites, legally protected biotopes, protected landscape features, biotope connectivity, and planning-relevant specialist plans; information on soil, land, and water, in particular on land use, sealing, soil functions, infiltration, surface runoff, groundwater, rainwater management, and floodplains; information on climate, air, and emissions, in particular on cold air formation, climatic compensation functions, air pollutants, and construction-related and operational noise impacts; information on animals, plants, and biodiversity, in particular on biotope mapping and the assessment of habitat functions; and information on special species protection, in particular on breeding birds and the skylark. and black-throated warblers, information on prohibitions under Section 44 of the Federal Nature Conservation Act (BNatSchG), on avoidance measures, CEF measures and monitoring, information on the landscape and recreation, in particular on the location on the edge of the village, on the integration of the project into the landscape and on greening measures, information on cultural assets and material assets, in particular on archaeological prospection and on dealing with possible chance finds, information on intervention regulation, on compensation balancing, on internal and external compensation measures as well as on measures to avoid, reduce and monitor significant environmental impacts, information on waste, wastewater, energy, site alternatives and on the expected development of the environmental state if the plan is not implemented.

Note: Comments submitted after the deadline may be disregarded in the decision-making process regarding the development plan. An application pursuant to Section 47 of the Code of Administrative Court Procedure is inadmissible if it raises only objections that the applicant failed to raise, or raised belatedly, during the public consultation period, but could have raised.
