According to Section 2 of the Rhineland-Palatinate Burial Act it is incumbent on the communities to build cemeteries and mortuaries as a duty. The burial of deceased residents of the community is permitted in community cemeteries.
In principle, row graves are to be made available in community cemeteries. The city or municipality regulates further details by statute.
The cities and municipalities also regulate the use of community cemeteries, morgues and cremation facilities by statute.

The will of the deceased is decisive for the place, type and execution of the burial, insofar as legal provisions or public interests do not oppose it.
A burial can be done as:- burial or
- cremation
A burial requires the written approval of the local regulatory authority.
As a rule, the commissioned funeral home takes care of all pending administrative procedures.
