Announcement of the participation of the public according to § 3 (2) in connection with § 13b BauGB - public display

A project developer has approached the local community of Wiltingen to enable residential development on 6 building plots adjacent to the location, in order to meet the urgent need for housing. The municipal council approved the preparation of the development plan on April 27, 2022. The plan was drawn up and approved by the local council on November 23, 2022. In the meantime, a first optional early participation of the public and the authorities took place.

The local council dealt with the suggestions made on March 6th, 2023 and decided on them. The plan remains largely unchanged. The preparation of the development plan takes place in the accelerated procedure according to § 13 b BauGB. The preparation of an environmental report and a summary statement can be dispensed with. The delimitation of the area of validity covers approx. 4,900 square meters. It can be found in the attached plan. The disclosure takes place in the period from

March 27, 2023 to April 28, 2023

during general office hours in the Konz municipal administration, Am Markt 11, 54329 Konz, administration building II, 1st floor, room 76 / corridor.

Citizens have the opportunity to find out about the intended planning and to comment on it. Suggestions can be made in writing or for the record. The general office hours are: Monday to Thursday from 9:00 a.m. to 12:00 p.m. and 2:00 p.m. to 4:00 p.m. and Friday from 8:30 a.m. to 12:30 p.m. Appointments can be made by telephone on Tel. 06501/83-181 or 180, contact person Mr. Queins or representative Ms. Reichert, also for times outside of the general office hours. At the same time, all documents and this notice will also be published under www.konz.eu/participation set. The following documents are available in the process, some with environmental reference : 1. Draft development plan, 2. Textual stipulations , 3. Justification, 4. Environmental concerns - general preliminary examination of the individual case (topics: EIA obligation, Natura 2000, impact on soil and water, air and climate, landscape, protected human and material and cultural assets. 5. Drainage concept, 6. Acoustic analysis (Topics: road and rail traffic), 7. archaeological-geophysical prospection. In the first participation stage at the end of 2022, statements were also made by the authorities, which are also disclosed. These partly related to environmental issues, e.g. statements about the FFH area were desired and more greening of the building area. According to § 4a (6) BauGB, it is pointed out that comments that are not submitted in due time can be disregarded when the decision is made on the development plan. The participation according to § 4 (2) BauGB was transferred to the project developer

Statements can be submitted in writing or for the record during the above-mentioned period. Statements that are not submitted in a timely manner may be disregarded when the resolution is passed on the development plan.
